SCANDAL: Puntland Officer Tells Killer of P&O Ports Head In Bossasso They ‘Wanted’ Him ‘Killed’, Too

“You killed a foreigner, and a non-believer who we wanted killed,” the voice of a security officer tells the badly wounded, dying assassin of Paul Anthony Formosa, the Maltese/Italian P&O Ports Manager whom he killed minutes ago at the Bossasso Port ground, the busiest commercial hub of the Puntland Federal State of Somalia.

“Water will be given you,” he says responding to the man’s signs for water to drink.

“Don’t be afraid,” he tells him. “You were in the service of your people. It is your people who are watching you now”.

“The bullet wound..your fracture is going to be mended. Keep calm,” he continues to tell him.

“All of these are your brothers. Don’t trouble yourself. All these around you are your people”, the security officer tells the dying assassin, perhaps the last words he heard before life oozed out of him.

The late Formosa managed port operations on behalf P&O Ports, a subsidiary of the UAE’s DP World which had signed with the former President of Puntland, Dr. Abdiweli Mohamed Ali ‘Gass’, a 30-year concession for the Red Sea port management in April 2017.

He was in Bossasso – on and off – since October 2017 when he was appointed to the post.

Although how the security behaves is by itself suspicious and could lead to charges of complicity, it is, undeniably indicative of why the federal Somalia  state is favorite of criminal elements such as Al Shabaab, ISIS or Daesh, pirates, feuding clans and highway hijackers. The state administration has often been accused of looking the other way in order to keep the financial  inflow on security support coming, and to sustain  international attention focused.
